Power Usage Effectiveness = total data center power / IT equipment power. A PUE of 1.0 is theoretically perfect (all power goes to compute). Industry average is ~1.58. Hyperscalers achieve 1.10-1.20. Below 1.5 is considered efficient.

What cooling technologies are most efficient?

Free cooling (economizers) is most efficient when outdoor conditions permit. Liquid cooling (direct-to-chip) is 3-5x more efficient than air cooling for high-density racks. Immersion cooling (servers submerged in dielectric fluid) achieves near-100% efficiency but has high upfront cost.
